Board of County Commissioners – 9-13-2022


The Board of County Commissioners met in person at 9:30 am on September 13, 2022.    The meeting was held at the Geauga County Administration Building, 12811 Ravenwood Drive, Claridon.   This meeting was in person only and there was no link to a recording. 


Commissioners Dvorak, Lennon and Spidalieri were all present.  


Also in attendance were Ms. Debbie Ashburn (Senior Fiscal Specialist), who was acting as a substitute for Ms. Christine Blair, Commissioner’s Clerk, County Administrator Gerard Morgan and Finance Director Adrian Gorton.


Other members of County Government in attendance were County Engineer Shane Hajir, Kathleen Miller from Water Resources, Frank Antinucci from ADP and Adam Litke from the Health Board.  There were also representatives from the Office on Aging and the Commissioners office whose names were not given in the public meeting.


The meeting began with the Pledge of Allegiance and a prayer led by Mr. Dvorak.


The Maintenance Department
received approval to execute the service Contract Agreement with Shepp Electric-Generator Systems Division to perform the  replacement of Generac 32 kW liquid Cooled Generator located at the Chardon Tower site as described in the description of work attached as Exhibit A and provide any other services as requested by the Director effective September 13, 2022 for a period of one year in an amount not to exceed $15,000.00.


Financials:
  Mr. Adrian Gorton reviewed the financials for the week which included: 

  • Cash transfer for the Victim Witness program due to cuts in funding

  • Encumbrances: Commissioners to Myers Roman for legal services.  A note was made that the original amount paid was only $100 until they could move it into the account and now it will be for the amount listed on the engagement amount.  

  • $6,757.50 – Auditor’s office to Appraisal Research Corporation for appraisals for valuations in the Berkshire Heights subdivision

  • $28,169 from the Commissioners to NV5 for work on the new county building and Phase II

  • $374,857.25 from the Engineer’s office to Ronyak Paving for Auburn Rd resurfacing

  • $174,140.98 from the Engineer’s office to Grey Line Inc. for Munn Rd Bridge

  • $107,049 to Motorola Incorporated for radio services support

The County Engineer’s Office received approval to execute Change Order #1, increasing the

Contract with Chagrin Valley Paving, Incorporated for the Asphalt Resurfacing of Jug Street (CH-0046-

FG) in Burton and Troy Townships in the amount of $9,957.20.


The Department on Aging received approval for the following:

  • To execute the Contract Agreement with ACE Electric L.L.C. to perform electrical services at 470 Center Street, Building #8, Chardon for remodeling purposes for a Geauga County Senior Center to be completed on or before December 1, 2022 in an amount not to exceed $16,500.00.

It was noted that there are plans to relocate the senior center and there will be a temporary operation at 470 Center St.  The temporary situation should be just the next two months.

  • To execute the Western Reserve Area Agency on Aging Purchase of Service Agreement, State Fiscal Year 2023 Alzheimer’s Respite Funds, for the purpose of providing Alzheimer’s Respite services to eligible Geauga County Seniors for the period July 1, 2022 through June 30, 2023 in the amount of $8,787.00.


The Transit Department received approval for the following:

  • to execute Addendum #1 increasing the revenue cap from $52,000.00 to $104,000.00 of the Locally Funded Services Agreement between Geauga County Transit, Geauga County Board of Commissioners and the Geauga County Board of Developmental Disabilities for transportation services for the period January 1, 2022 through December 31, 2022.

  • to execute the Ohio Department of Transportation Contract Amendment to extend the performance period of the 2020 Formula Grants for Rural Areas (5311) program grant (#RPTF-4101-0050201 and #RPTM-0101-005-201) from December 31, 2021 through December 31, 2022.


Lake County did not have any buses that would be useful. There was another one that the Director found in Auburn – an individual bought it at auction.  After thorough inspection it was found to be in good condition, some things need to be repaired, but that would be typical.  Only 53,000 miles – 2015.  It was approved to finalize this purchase at the next meeting.  The Director also mentioned that there will be $200,000 less state funding than last year.


The Department of Water Resources received approval to execute Contract Maintenance Form #2 increasing the Contract with Auburn Fence Corporation for the furnishing and installation of

fences and gates at the McFarland WWTP in the amount of $20,000.00 for a new three-year contract total of $34,700.00.


The Commissioners’ Office received approval to purchase one HP ProBook 450 G9 15.6” Laptop for the Transit Department Wellness Program using CEBCO Wellness Grant Funds in the amount $1,025.00.


The Commissioners’ Office received approval to purchase two free-standing patio umbrellas for use in the employee outdoor seating area at 12611 Ravenwood Drive using CEBCO Wellness Grant Funds in an amount not to exceed $1,500.00.


The Commissioners’ Office received approval to execute the Giant Eagle, Incorporated Vaccination Term Sheet for the purpose of administering flu vaccinations to Geauga County employees at the employee’s personal expense at 12611 Ravenwood Drive on a date prior to March 1, 2023.



Public Comment:


The Board asked Adam Like, Health Department, to give any updates, which he stated as follows:

  • There is a meeting the next day to consider the replacement on the Board of Health for Dr. Patty Levan.  

  • There will be drilling of 8 wells in Parkman (paid by OEPA grant).  This is required because of contamination which some have assumed was from an ODOT salt dome.


This Observer asked a question about the temporary Senior Center.

  • Mr. Morgan stated that within the year there will be a design for a new Senior Center but meanwhile the senior center at Ravenwood would close as soon as the electrical work is done at 470 Center St., Building 8 and they can move there temporarily.  

  • The cost of leasing from Ravenwood was cited as the reason for needing a new Senior Center.
