What they could mean for our public services, schools and Geauga County

A moderated educational program about property taxes, how they work and how they support services in our community. This program brings together a panel of local leaders, including township elected officials, representatives from local governments and school officials to explain how property tax revenue is allocated and used within these organizations.

This is the first in a series of three sessions, with the other two following in the coming months.

 

Objectives for the program:

  • What services are provided and how are they funded?
  • What service changes could look like if property taxes are abolished?
  • What are the other funding options for services if property taxes are abolished?

BOCC Votes 2-1 to Seat County Engineer on NOACA Board
Instead of Commissioner Spidalieri and His Alternate Skip Claypool

What You Need to Know
: The Board of County Commissioners (BOCC) voted to change the county's NOACA (Northeast Ohio Areawide Coordinating Agency) board representation following weeks of disagreement among the Commissioners regarding Mr. Spidalieri's desire to continue to have Metropolitan Housing Authority Board Member Skip Claypool serve as his alternate on the NOACA board. A recent change to the NOACA bylaws requires its board members to be elected officials or individuals holding positions related to transportation, environmental planning, land use planning, and/or economic development. At this meeting, the Commissioners voted 2-1 (with Mr. Spidalieri dissenting) to ratify this bylaw change. Mrs. Brakey stated that her interpretation of the bylaw change precluded Mr. Claypool from serving on the NOACA board as Mr. Spidalieri's alternate. Then, in another 2-1 vote, the BOCC voted for Commissioner Carolyn Brakey, Commissioner Jim Dvorak, and County Engineer Andrew Haupt to fill the county's three NOACA board seats. Commissioner Spidalieri voted against these appointments and refused Commissioner Brakey's offer for him to be her alternate on the NOACA board. Commissioner Spidalieri expressed displeasure at losing his seat on the NOACA board, calling the action "disgusting and wrong." Numerous members of the public attended this meeting and made comments critical of NOACA, calling it "a Marxist organization" that "embodies taxation without representation." Similarly, critical statements were made during public comment regarding the BOCC's decision to ratify the NOACA bylaw change and change the county's representation on the NOACA board, such as "Commissioner Brakey and Commissioner Dvorak seceded our autonomy in Geauga County to Cuyahoga County."
