
ADP Seeks Funds for Annual Renewal of ZeroEyes Technology
ADP Board Special Meeting - January 28, 2025
Meeting Details: The Automatic Data Processing Board (ADP) held a special meeting at 2:00 pm on January 28, 2025 in the Geauga County Auditor’s Office Appraisal Conference Room at 231 Main St. Chardon, OH 44024. Virtual access was available via MS Teams, and the agenda was provided in advance. This observer attended via MS Teams.
Public Comment: ADP does not have a written public comment policy. In practice, public comment is solicited at the end of the meeting.

The meeting was called to order at 2:00 pm by Mr. Antenucci.
Minutes: None were presented for approval.
The Board took the following actions:
APPROVED - Sheriff’s Expert IT GC License Conversion - Mr. Antenucci explained that approval was needed for the Sheriff’s department due to its annual renewal amount exceeding the $50,000 ADP Board approval threshold. The request provides updated MicroSoft 365 licensing for 153 licenses utilized by the Sheriff’s department. This licensing will include the Autopilot product allowing for enhanced disaster recovery response time. DISCUSSED - Mr. Antenucci noted Dave Carlson’s attendance to discuss the Board of Developmental Disabilities request for onsite IT support for multiple days a week that was tabled at the December 10, 2024 and the January 13, 2025 meetings. Mr. Antenucci explained that this support could be provided as a beta test by reallocating current resources providing onsite support at some of the townships and villages in the western part of the county near the Metzenbaum facility where the Board of Developmental Disabilities operates. He stated no additional resources were required. He did note that agreeing to provide these resources could be seen as a precedent if similar requests arise from other entities so he felt the need to bring it to the Board’s attention. He agreed to provide regular updates to the Board.
DISCUSSED - Mr. Antenucci explained that the annual licensing renewal for the ZeroEyes technology was due in February 2025 at a cost of $74,000, and indications are that the final approved ADP budget would not have funds to cover the cost. The annual cost does not include the courthouse expansion site. ZeroEyes is an automated optical AI firearm detections software that has been in use in most public buildings in Geauga county for 2 years. Chief Rowan noted that the Sheriff’s department found ZeroEyes to be a valuable tool, noting specifically that the technology not only points out the possibility of a gun on premise but tracks the potential shooter in the building as well. He also pointed out that the ZeroEyes has been effective in keeping their firearm database up to date. Mr. Walder noted that the technology allows for “reasonable precautions” to be taken to safeguard citizens. The Board recommended that Mr. Antenucci and Chief Rowan attend the next County Commissioners’ meeting to advocate for the continued use of the tool and request funding.
Regular Business: Mr. Antenucci informed the Board that South Russell village requested the expansion of ADP services to cover all the village’s functions. Today, only the South Russell police department is supported by ADP.
Mr. Antenucci aso updated the Board on progress made by Mission Technologies, the Water Resources operational technology, to comply with ADP’s requirement for multi-factor authentication (MFA). The company provided an MFA portal for beta testing by ADP which will continue through April 2025, at which time it is expected to go live. Observer Note: This has been an ongoing process that was chronicled in the LWVG Observer report from the December 10, 2024 ADP Board meeting. Mr. Antenucci also confirmed that the software is also now in compliance with ADP’s password policy.
Mr. Antenucci introduced a new board governance technology solution to assist in managing board-related tasks, such as organizing meetings and distributing documents and communications. He passed out materials from one vendor from whom he received information. Mrs. Brakey noted that the League of Women Voters of Geauga had suggested utilizing this type of technology for County Commissioners’ meetings, and she asked Mr. Antenucci to explore options. The next step will be a vendor presentation.
Public Comment: Mr. Antenucci asked for any public comment/questions. This Observer asked the name of the board governance solution software. Mr. Antenucci noted that it was Diligent Community and that he would provide their materials after the meeting. In addition, this Observer asked for clarification of the ADP Board seats added at the time the Records and Archives function was absorbed by ADP as of January 1, 2024. Mr. Walder explained that the County Coroner, John Urbancic, named Dorothy Battles as his alternate. Neither have attended an ADP meeting. Mr. Walder further noted that the Court of Common Pleas informed the ADP Board that it would not fill its designated seat.

The next meeting of the ADP Board is a Regular Meeting that is scheduled for March 4, 2025.
