ADP Explains Actions Taken to Minimize Impact of CrowdStrike Issue on Geauga County


Board of County Commissioners - July 23, 2024 


Meeting Details:
The Board of County Commissioners (BOCC) met at 9:30 am on Tuesday, July 23, 2024 at the County Administration Building, 12611 Ravenwood Drive, Room B303, Chardon, OH. The meetings are in-person only, and there are no recordings for the public.  An agenda is available in advance via request to the Commissioners’ Clerk and at the meeting.


Public Comment Policy:
Observer Comment: Commissioner Ralph Spidalieri announced at the end of the April 4, 2023 meeting that public comment would be permitted and that a more formal policy would be forthcoming.  There was no formal policy introduced today, but public comment was permitted. 


Attendance:
Present were Commissioners Ralph Spidalieri,  James Dvorak and Timothy Lennon.  Also present were County Administrator Gerry Morgan, Assistant County Administrator Linda Burhenne, Finance Manager Adrian Gorton, and Commissioners' Clerk Christine Blair. 


County Representatives: 
Jessica Boalt, Director, Department on Aging; Tim Kehres, Council Coordinator, Family First; Craig Swenson, Executive Director, Job and Family Services (JFS), and Matt Sieracki, Maintenance.


Others in Attendance:
Adam Litke, Administrator, Geauga Public Health; Carolyn Brakey, County Commissioner Candidate and Geauga Public Health Board member; Auditor Chuck Walder; Representatives from ADP; Glen Vernick, Director, Maintenance; Shane Hajjar, Engineer’s Department; Frank Antenucci, Chief Deputy Administrator, Automatic Data Processing (ADP); Tom Jones, Diane Jones, other members of the public, the press and this LWV observer.


The Pledge of Allegiance was recited and a prayer was offered by Mr. Dvorak.

Administrator’s Report

Mr. Morgan concurred with the Newbury Trustees on not requesting a hearing on the request for a liquor license by Newbury Petroleum LLC located at 12411 Kinsman Rd., Newbury.


Financial Report

Mr. Gorton received approval for the following (no dollar amounts provided):

  • Cash transfer 

    • From General Fund To Board of Developmental Disabilities for gas well proceeds

    • From General Fund to Community Development, Metzenbaum and Board of Elections for interest transfer

  • Travel for Engineer’s office and Common Pleas Court

Vouchers:

  • $125,604.44 from ADP to CDW Government Inc for the Counties CrowdStrike computer endpoint user protection services renewal. 

The amount paid for the renewal in 2023 was $114,070.80.

  • $416,223.28 from Engineer’s Office to Ronyak Paving inc  for asphalt resurfacing of Bell St. sections E-F

  • $311,412.10 from Engineer’s Office to Kolberg Contractors llc for asphalt resurfacing of Fairmount Rd Sections F-G

The Department on Aging received approval for the hiring of Kimberly Yonosik to the position of Social Services Worker (#1022) to be effective August 5, 2024 at the rate of $22.56 per hour with a one-year probationary period.  This offer of employment is contingent upon the successful completion of the required pre-employment conditions.


The Department of Job and Family Services
received approval to execute the Geauga County Family First Council Mutual Funding Agreement between the Geauga County Board of Commissioners, Geauga County Job and Family Services, Geauga County Board of Developmental Disabilities, and the Geauga County Board of Mental Health and Recovery Services for funding of the Geauga County Family First Council for the period July 1, 2024 through December 31, 2024.  This agreement commits the Board of County Commissioners to provide a support payment of $42,484.00 from the General Fund.  Mr. Kehres stated that this amount is the same as in past years.


The Department of Job and Family Services
received approval to  execute Resolution #24-142 Certificate of Need, as Authorized by O.R.C. 5705.03, .07, .19, .191, .24, .25 and .26 for Renewal of the .5 Mill levy.


This resolution was presented at the Commissioners meeting of July 16, 2024. Due to a typo, it was resubmitted.


The Maintenance Department
received approval to advertise for Bids for the 2024-2027 Geauga County Window Cleaning Service Contract, to be held on Wednesday, August 21, 2024 at 2:00 p.m.  Notice of this Bid Opening will be advertised on August 1,2024, August 8, 2024 and on the county website.


The Commissioners’ Office
received approval for the following::

  • To execute Change Order #1 increasing the Contract (GMP Phase #1 and Phase #2) with Infinity Construction Company on the Courthouse Expansion Project deducting for re-use of Courtroom AV components and the addition of miscellaneous adjustments to wall sizes, deck heights, filling of unknown building openings and pump and circuits in the amount of $9,562.00.

Mr Morgan stated that these are minor unforeseen issues. Mr. Spidalieri asked if we had a total of changes. Mr. Morgan said that he is tracking but does not have that total.

  • To execute Change Order #2 increasing the Contract (GMP Phase #1 and Phase #2) with Infinity Construction Company on the Courthouse Expansion Project for additional networking equipment and installation in the amount of $210,346.00.

Mr. Lennon asked if this was figured into the original price. Mr. Morgan stated that it was not because they would not have known what was needed until the final layout and design of the building. Mr. Lennon also asked if ADP had been involved. A member in the audience from ADP assured them that they had been involved with the development.

  • To execute Change Order #3 increasing the Contract (GMP Phase #1 and Phase #2) with Infinity Construction Company on the Courthouse Expansion Project for additional data drops (34 dual and 37 single) in the amount of $72,853.00. Observer Note: Data drops are connection points.

Mr. Morgan stated that he had questioned this change and he was informed that this would be best for any changes to the rooms in the future. A representative from ADP stated that the additional data drops would be beneficial to the team. These are for the additional costs across all floors. Mr. Lennon asked Mr. Morgan to provide an accounting of budget vs actual on the Courthouse  project. Reviewer Note:  Mr. Morgan verbally agreed to this but no date for the accounting was discussed.

  • To execute the Request for Partial Payment #10 for Infinity Construction Company, Incorporated for the Geauga County Courthouse Expansion  in the amount of $453,727.06.

Not on the Agenda 

Mr. Morgan informed the Board that he had contacted the Portage County Administrator regarding the termination of the County’s involvement with the Portage County Juvenile Detention Center.  Portage County representatives have been hesitant to meet, and Mr. Morgan suggested that the Commissioners pass a resolution for this issue to go through the courts. Mr. Spidalieri stated that he had spoken with Portage County Commissioner Mr. Tinlin, and Mr. Spidalieri said that they are not moving fast on this issue. A resolution was approved requesting that the Geauga County Prosecutor contact the Portage County Prosecutor to get some answers and move this issue forward. Reviewer Note: The BOCC first passed a resolution to withdraw from the Portage-Geauga Juvenile Detention Center agreement at its May 21, 2024 meeting after a presentation by Probate and Juvenile Judge Tim Grendell explaining the current usage of the facility by Geauga County and the related cost. Public Comment:
Diane Jones asked for clarification on the resolution that was approved for the Portage County Juvenile Detention Center issue. This is noted above.


CrowdStrike
: Mr. Walder said that he and members of the ADP team were present to discuss and answer questions regarding  the recent internet issue with CrowdStrike as the County uses CrowdStrike for their endpoint protection product. He presented the procedure that ADP followed and was pleased as to the end result. He praised the ADP team as they started working on servers and workstations shortly after they were notified about the issue, continued to work to get the issues taken care of, and the County was up and running smoothly and in a timely manner. Mr. Walder stated that there was a cost to the taxpayer, and a rough estimate may be close to $340,000 excluding labor. The scope of the Crowdstrike issue is such that he has reached out to the Prosecutor, who has contacted the Attorney General to address the liability issue of Crowdstrike.
