ADP Board Approves Cost-Saving Recycling Bin-Monitoring Technology
ADP Board Regular Meeting - June 11, 2024
Meeting Details: The Automatic Data Processing Board (ADP) held a Regular Meeting at 2:00 pm on June 11, 2024 in the Geauga County Auditor’s Office Appraisal Conference Room at 231 Main St. Chardon, OH 44024. Virtual access was available via MS Teams, and the agenda was provided in advance. This observer attended via MS Teams.

Minutes: Minutes for the April 11, 2024 Special Meeting were approved without edits.
The Board took the following actions:
APPROVED - ADP equipment list from March 1, 2024 to May 31, 2024.
APPROVED - ADP purchases list from March 1, 2024 to May 31, 2024.
APPROVED - Geauga Public Health Retention Schedule RC-2. The schedule was last updated in 2014 and was due for a review. No major revisions were noted.
APPROVED - Prosecutor’s Retention Schedule RC-2. Ms. Rine noted that the revisions to the schedule regarded changes to masterfiles and the retention of litigation files.
APPROVED - ADP CDW-G Crowdstrike Renewal ($125,603). Mr. Antenucci explained that the Crowdstrike technology renewal was for a 3rd year and that ADP was happy with its functionality. Mr. McLeod described the key functionality that Crowdstrike provides, including point of protection at workstations and servers, identification of threatening account sign-ons, and a threat intelligence module with information about known ransomware. Observer Note: It was the Crowdstrike system that detected the possibly nefarious and persistent attempts to access a critical Water Resources server in 2023. See the Observer Report from the April 13, 2023 ADP Meeting for more information.
APPROVED - Developmental Disabilities (DD) CDW-G Zoom Video 3-Year ($84,018). Mr. Antenucci explained that as a part of the migration of DD to the ADP environment, it was noted that an outside vendor had administrator rights to DD’s Zoom account. A new and separate Zoom account is required to resolve the situation. Observer Note: See the Observer Report from the April 11, 2024 ADP Meeting
where the migration of the Developmental Disabilities (DD) information technology management from the Lake Geauga Computer Association (LGCA) to ADP was discussed.
APPROVED - Engineers UKG Ready Full Suite Proposal ($51,900). Mr. Antenucci described the new HR management system to be implemented in the Engineering Department. The technology from UKG, formerly Kronos, replaces an aging system and provides an integrated timekeeping and human resources system. In addition to basic functionality, the new system includes salary accrual, recruiting and training delivery capabilities. It is a cloud-based solution with a strong control base as reflected in their SOC-1 and SOC-2 reports per Mr. Antenucci. Observer Note: A SOC report is generated by an independent audit of a company’s information security systems and the controls it has in place to secure those systems and the information stored, processed, and/or transmitted by them. Only a CPA or an organization accredited by the American Institute of Certified Public Accountants can conduct a SOC audit. Ms. Cellitti noted that the system will be downloaded onto employees’ personal phones to facilitate its use. Mr. Antenucci stated that he expected the system to be functional by the end of the year.
APPROVED - Geauga-Trumbull Solid Waste Compology Waste Metering ($87,210). Ms. Jones explained the Roadrunner waste metering technology functionality. The agreement is for a one-year lease of cameras that will be placed in the recycling bins at the 41 recycling locations across Geauga and Trumbull county and provide fullness monitoring and service event tracking. Ms. Jones noted that the Geauga-Trumbull County Waste Management’s annual cost to service the multiple recycling locations is roughly $900,000 and this technology will provide savings through more efficient bin servicing. She mentioned that Mahoning County had implemented the same system and were pleased with the results. The costs will be partially offset by a grant from the Ohio EPA.
Other Business: Mr. Antenucci commented that the South Russell Village’s transition away from ADP was underway and was about 50% complete. Mr. Walder described the village's current structure as “broken technology” and said that the village desired to simplify its systems. Mr. Antenucci noted that the village has very good live-streaming that goes directly to YouTube which Bainbridge Township is now using.
Mr. Antenucci also informed the Board that two ADP employees recently resigned. He noted that the IT labor market remains competitive. ADP is advertising the open positions.
Mr. Walder introduced Mr. Kostura. He explained that Mr. Kostura led the investigation of the former Geauga County Auditor’s office and was helpful to Mr. Walder when he transitioned to the County Auditor role.
Public Comment: Mr. Antenucci asked for any public comment/questions. There were none.
