Board of County Commissioners (BOCC) – April 25, 2023
Meeting Details: The Board of County Commissioners met at 9:30 AM on April 25, 2023 at the County Administration Building, 12611 Ravenwood Drive, Room B303, Chardon, OH. BOCC meetings are in-person only and there are no recordings for the public. An agenda is available in advance via request to the Commissioners Clerk.
Public Comment Policy: Observer Comment: Commissioner Ralph Spidalieri announced at the end of the April 4, 2023 meeting that public comment would be permitted and that a more formal policy would be forthcoming. There was no formal policy introduced today.
Attendance: Commissioners James Dvorak, Timothy Lennon, and Mr. Spidalieri were all present. Also present were Commissioner’s Clerk Christine Blair, Finance Director Adrian, and County Administrator Gerard Morgan.
County Representatives: Engineer’s Office, Shane Hajir; Maintenance, Glenn Vernick; Planning Commission, Linda Crombie; Steve Oluic, Water Resources, Linda Burhenne, Temporary Archives Director and Kathy Hofstutler, Human Resources.
Members of the Public: Carolyn Brakey (Geauga Public Health Board President), Chris Alusheff (Health District Advisory Council President, Aquilla Village Councilman, Claridon Township Zoning Inspector and Republican Central Committee Representative for Aquilla Village) and a reporter from the Geauga Maple Leaf.
Administrator report - Mr. Morgan informed the BOCC that since their last meeting, he took the following actions:

Financials - Mr. Gorton reported on the following:

Supplemental in the Airport Construction Funds Building and Improvement Account for upcoming projects (no figure given).

Contract PO from the Commissioner's Office to Sedgewick Claims Management for Workers Compensation and Unemployment claims management services (no figure given).

Travel for Emergency Services, Job and Family Services (JFS).

Vouchers: $15,766.67 from Emergency Services to Inspiron Logistics LLC for the Mass Notification system software and services.

Revenue Certification from the Commissioners office in the Airport Construction Fund for anticipated revenues (no figure given).
The County Engineer’s Office received approval for the following:

Approval of the Unit Price Contract with Ronyak Paving, Inc., for the Asphalt Resurfacing of Morgan Road (CH-0026, Section A) and Leggett Road (CH-0033, Sections D-E) in Montville Township in the amount of $1,109,840.00.

Approval for the Unit Price Contract with Karvo Companies, Inc., for the Asphalt Resurfacing of Old State Road (CH-0006, Section A) and Farmington Road (CH-0018, Sections A-C) in Parkman Township in the amount of $971,225.00.
The Planning Commission received approval for the Derchar Subdivision Final Plat, creating Sub-lots #1 and #2 off Rock Creek Road (State Route 166) in Hambden Township.
The Archives and Records Center received approval for the following:

To execute Resolution #23-053 Declaring County Property as Surplus and Directing Donation to the Geauga County Public Library District, Chardon Branch, as authorized by O.R.C. 307.21(D). The property was described as newspapers from 1949-1954 which the Library will digitize. Some copies, which the library already had and cannot use, will be stored until there is an appropriate place to donate them.

Approval for the creation, title, and job description for the position of Archives and Records Center Administrator (#2614) to be effective April 25, 2023 and the revised Organizational Chart to include the position of Archives and Records Center Administrator (#2614) to be effective April 25, 2023. Permission to advertise for the position of Archives and Records Center Administrator (#2614) was also approved.
It was discussed by interim Director Linda Berhenne that this position will create a position so that when she leaves her interim position (date not mentioned), there will be someone in place to do the work she has been doing.
The Maintenance Department received approval for the following:

To reject the Bids from Technology Install Partners and US Communications and Electric, Inc., for the Geauga County Sheriff’s Office Security Camera project, as the bids did not meet all specification requirements.

To award the Bid to IPS (Integrated Precision Systems) for the Geauga County Sheriff’s Office Security Camera project in the amount of $453,291.68, as they represented the lowest and best bid. The Bid Bond submitted shall be held to serve as the Performance Bond for this project.
Sheriff Hildenbrand answered questions and stated that the cameras will cover a lot more spaces within the jail. These are also of better quality and replace those that are about 20 years old and outdated. There is also a 5-year Maintenance agreement included in the contract. IPS was the next bidder (by price and qualifications) after 3 previous bids were rejected due to not complying with all the specifications.
The Department of Water Resources received approval for the following:

To approve the revised job description for the position of Assistant Water Supervisor (#2352) and update the current posting to reflect the changes, to be effective April 25, 2023.

To reject all bids submitted for the 2023 Lawn Maintenance of Northern and Southern Areas, as all bids were in excess of the budgetary amount for the project. (Observer Note: There was no request to re-bid).

To approve and execute the Village of Chagrin Falls Ordinance #2020-21 Exhibit “A” Supplemental Agreement regarding the Chagrin Falls Wastewater Treatment Plant Phase II Improvement Project.

To approve and execute the service Contract Agreement with Hershberger Roofing and Siding to perform roof, siding and window repair services as needed at various locations within the department for the period of one-year, effective April 25, 2023, in an amount not to exceed $10,000.00.

To approve and execute the service Contract Agreement with Core and Main to perform a 8” Valve Insertion in the Services Center distribution area for the department for a one-year period, effective April 25, 2023 in an amount not to exceed $17,985.62.

To approve and execute the service Contract Agreement with Cummins Incorporated d.b.a. Cummins Sales and Service to perform Onsite Replacement of Onan Generator Oil Valley Cooler Plates, Coolant, Engine Thermostats, and Hoses at McFarland Wastewater Treatment Plant for the department for the period of one-year, effective April 25, 2023, in an amount not to exceed $15,581.38.

To award the Contract to Ohio CAT for one (1) new Caterpillar Model 305 Mini Hydraulic Excavator (outlined in Quote #234886-01), as they were the lowest and most responsive competitive bid through Sourcewell (Joint Purchasing Program) and further approve and execute the Contract Agreement in the amount of $104,884.00.
It was noted that the Caterpillar contract includes several peripherals (buckets, etc.) It was stated that the one being used currently is quite old.
Public Comment - At the conclusion of the meeting, Mr. Spidealier looked at the public and briefly said, “Anything?” There were no comments.
