Budget Commission

LWV Geauga Observer Corps




Meeting Details: The Geauga County Budget Commission met in Regular Session on Monday, February 6, 2023 at 10:00 a.m. in the Auditor’s Conference Room at 215 Main Street, Chardon, Ohio.  This meeting was in person with a virtual option via MS Teams. 


Meeting Attendance: Auditor Chuck Walder, Prosecutor Jim Flaiz and Treasurer Chris Hitchcock


Staff Attendance: Chief Deputy Auditor Ron Leyde, Deputy Auditors Tammy Most and Kristen Sinatra, ADP Chief Deputy Administrator Frank Antenucci, Fiscal Office Manager Pam McMahan

Minutes: Minutes from the Special Meeting on 1/6/2023 and the Special Meeting on 1/18/2023 were both approved


Revenue Certification Requests:

The following Revenue Certifications were approved:

  • Berkshire Local Schools- Amendment # 1. $22,803,202.68 in the general fund, $2,170,743.02 in special revenue funds, $1,555,937.31 in debt service funds, $2,956,366.39 in capital project funds, $812,959.09 in enterprise funds, $512,368.58 in internal service funds, and $164,223.55 in fiduciary funds for a total of $30,975,800.62. 

  • West Geauga Local Schools- Amendment # 1. $51,149,853.19 in the general fund, $9,296,776.39 in special revenue funds, $3,275,050.32 in capital project funds, $1,351,914.37 in enterprise funds, $649,856.11 in internal service funds, and $306,498.19 in fiduciary funds for a total of $66,029,948.57.

  • Russell Township Park District- Amendment #1. $34,405.36 in the general fund and $51,367.38 in special revenue funds for a total of $85,772.74

  • Montville Township- Amendment #1. $290,411.65 in the general fund, $1,733,640.19 in special revenue funds, and $214.61 in fiduciary funds for a total of $2,024,266.45.

  • Burton Village- Amendment #1. $2,265,182.43 in the general fund, $2,307,125.73 in special revenue funds, $585,194.43 in capital project funds, $62,504.18 in special assessment funds, $4,105,933.06 in enterprise funds, and $113,166.47 in fiduciary funds for a total of $9,439,106.30.

  • Russell Township- Amendment #1. $2,385,794.11 in the general fund, $10,609,072.63 in special revenue funds, $5,083.80 in debt service funds, and $1,603,219.09 in capital project funds for a total of $14,603,169.63.

  • Russell Citizen’s Park District- Amendment #1. $29,702.73 in the general fund only for a total of $29,702.73.

  • Thompson Township- Amendment #1. $363,697.69 in the general fund, $1,627,668.34 in special revenue funds, $140.56 in debt service funds, and $1,647.28 in special assessment funds for a total of $1,993,153.87.

  • West Geauga Recreation District- Amendment #1. $112,051.55 in the general fund and $41,064.93 in capital project funds for a total of $153,116.48.

  • Burton Library- Amendment #1. $1,532,149.90 in the general fund, $64,193.71 in special revenue funds, and $419,304.67 in capital project funds for a total of $2,015,648.28.

  • Burton Township- Amendment #1. $596,831.88 in the general fund and $1,740,214.64 in special revenue funds for a total of $2,337,046.52.

  • Chester Township- Amendment #1. $1,714,708.06 in the general fund, $11,561,406.57 in special revenue funds, $5,032.00 in capital project funds, and $42,011.99 in special assessment funds for a total of $13,323,158.62.

  • Bainbridge Township- Amendment #1. $3,582,291.06 in the general fund, $20,118,113.43 in special revenue funds, $2,517,027.18 in debt service funds, $270,293.55 in capital project funds, $10,798.02 in special assessment funds, and $537.99 in fiduciary funds for a total of $26,499,061.23.

  • South Russell Village- Amendment #1. $1,697,901.96 in the general fund, $6,498,596.35 in special revenue funds, $890,828.38 in capital project funds, and $266,036.53 in fiduciary funds for a total of $9,353,363.22.

  • Troy Township- Amendment #1. $442,709.60 in the general fund and $2,377,543.18 in special revenue funds for a total of $2,820,252.78.

  • Geauga Park District- Amendment #2. $10,221,638.69 in the general fund, $794.34 in special revenue funds, and $1,793,049.35 in capital project funds for a total of $12,015,482.38.

General Discussion:

  • It was confirmed that the school budget hearings will be on February 22, 2023 at 10:00am at the Geauga County Office Building. Observer Note: The Budget Commission will also conduct regular business during this meeting.

  • A budget template for county levied departments, including Mental Health, Engineer’s Office, Aging, Job and Family Services, and Mental Retardation/Developmental Disabilities, was examined and approved.

  • Budget hearings for the county health department and levied departments were set for April 17, 2023.

  • General budget hearings for 2024 were scheduled for August 21-22, 2023. The hearings will run from 9:00 until 3:00 on August 21 and from 9:00 until 12:00 on August 22. 

Public Comment:

This observer asked for and received confirmation that both the county health department and the levied departments would have their budget hearings on April 17, 2023.
