Geauga County Commissioners



Board of County Commissioners (BOCC) –January 10, 2023


Meeting Details
: The Board of County Commissioners met in person at 9:30 am on January 10, 2023.  The meeting was held at the Geauga County Administration Building, 12611 Ravenwood Drive, Room B303, Chardon, OH. This meeting was in person only and there was no link to a recording. 


Attendance:
Commissioners Dvorak, Lennon and Spidalieri were present, as were Commissioner’s Clerk Christine Blair, County Administrator Gerard Morgan and Finance Director Adrian Gorton. 


County Representatives
: Maintenance Director Glen Vernick, Water Resources Director Steve Oluic, Joanne Santilli, Transit Director, and Tim Kehres, Family First Coordinator

The meeting began with the Pledge of Allegiance and a prayer led by Mr. Dvorak.


Minutes:
No minutes were presented for review.  Reviewer Comment: As of January 10, 2023, minutes are posted on the BOCC website through November 15, 2022.


Financial Report
:  Mr. Adrian Gorton reported the following and all were approved:

Supplemental / Appropriation Transfers: Supplemental in the General Fund from the Commissioners and Building department in order to encumber 2022 carryover purchase orders that were not completed by the Auditor's office.


Encumbrances: Then & Now from the Commissioners office to the Geauga Credit Union to pay a Visa bill from a travel that was not carried over from 2022 (done to pay the bill on time)
Observer Note:  A Then and Now is a bill that was charged before the money was approved.

Vouchers:

  • $28,654.00 from ADP Contract Services Fund to Classic of Streetsboro LLC for a used Honda CRV

  • $49,345.20 from ADP to Untethered Labs for Gatekeeper tokens and licenses

  • $48,300.00 from the Auditor's office to various contractors out of the American Rescue Plan Fund for Berkshire Heights connections

  • $66,946.00 from the Sheriff's office to MNJ Technologies Direct for the replacement of network switches that were original to the building and were EOL Observer Note:  An EOL when used to refer to equipment is a piece of equipment that has reached its end of life.

The Commissioner's office received approval: 

  • to request the County Auditor to distribute the balance in the Domestic Violence Fund (2070) to Womensafe, the local agency designated by the Commissioners to receive such monies.  This allocation is to be paid pursuant to Section 3113.34 of the O.R.C. for the 2022 year, in the amount of $14,958.70.

  • To grant a waiver of the policy prohibiting the payment of late fees and finance charges and allow payment to the Ohio Department of Job and Family Services for the County’s Unemployment Invoice that includes a $1,000.00 penalty along with accumulated interest charges of up to $500.00 which then allows payment on the current balance due.

Common Pleas Court received approval to authorize the President of the Board to execute the Application for Authorization permitting the use of County Credit Cards for the Year 2023 in an amount not to exceed $1,500.00 per person, per month for Judge Carolyn J. Paschke, Judge David M. Ondrey, Randy Taylor and David Lubecky


The Common Pleas Court / Drug Court
received approval to permit the use of County Credit Cards for the Year 2023 in an amount not to exceed $2,250.00 per person, per month for Maureen Maruna and Gregory Potts.


The Department on Aging
received approval for the following: 

  • To approve the revised job description for the position of Recreation and Education Coordinator (#1004) to be effective January 10, 2023 and to advertise for the position of Recreation and Education Coordinator (#1004) internally for a period of five days with applications accepted January 13, 2023 through 4:30 p.m. on January 20, 2023.

  • To waive the 200-hour maximum accrual for Jessica Boalt, Director beginning December 25, 2022 (Payroll #1) through June 24, 2023 (Payroll #13).

The Department of Job and Family Services received approval to execute the Geauga County Family First Council Mutual Funding Agreement between the Geauga County Board of Commissioners, Job and Family Services, Board of Developmental Disabilities and the Board of Mental Health and Recovery Services for funding of the Geauga County Family First Council for the period of January 1, 2023 through June 30, 2023.  This agreement commits the Board of County Commissioners to providing a support payment of $42,484.00 from the General Fund. Mr. Keyres stated (in response to a question from Mr. Lennon) that placements cost more but the number of placements has gone down so the expenses are about the same as the prior year. Observer Note:  Family First is a Federal program for using prevention in foster care. More information here.


The Maintenance Department
received approval for the following:

  •  To approve the creation, title and job description for the position of Custodian Supervisor (#1922) to be effective January 10, 2023, to approve the revised Organizational Chart to include the position of Custodian Supervisor (#1922) to be effective January 10, 2023. and to advertise for the position of Custodian Supervisor (#1922), internally for a period of five days, with applications accepted from January 13, 2023 through 4:30 p.m. on January 20, 2023.

  • To approve and execute the service Contract Agreement with Shepp Electric Company, Incorporated to perform Inspections and Maintenance Services for the Geauga County Generators per the Director for a period of three-years effective January 10, 2023 in an amount not to exceed $30,000.00.

  • To approve and execute the service Contract Agreement with Nathan Ricket, Ricket’s Construction, LLC to perform Construction, Repair and Replacement Carpentry Services at Geauga County Buildings for a period of two-years effective January 10, 2023 in an amount not to exceed $30,000.00.

  • To approve and execute the service Contract Agreement with Major Waste Disposal Services, Incorporated to Provide Non-Hazardous Waste Removal Services for County Properties and Safety Center for the period February 1, 2023 through January 31, 2025 in an amount not to exceed $48,000.00 ($40,000.00 for Geauga County Buildings and $8,000.00 Geauga County Jail).

The Transit Department received approval to extend a medical leave.


The Department of Water Resources
received approval for the following:

  • to approve the Ohio Water Development  Authority Fund Payment Request #8 (Final Retainage) for Woodford Excavating, LLC for the Bainbridge Waterline Extension Project, the Ohio Water Development Authority Contractor’s Estimate #8 (Final Retainage) and the Ohio Water Development Authority Fund Payment Request #8 in the amount of $101,224.30.  Mr.Oluic stated that the job is complete.

  • to execute the service Contract Agreement with Arc-Hound Welding and Fabrication, LLC to perform welding and fabricating services at various Water District locations within the department for a one-year period, effective January 10, 2023 in an amount not to exceed $10,000.00 and to perform welding and fabricating services at various Sanitary Sewer District locations within the department for a one-year period, effective January 10, 2023 in an amount not to exceed $10,000.00.

Executive Session -  the Commissioners’ Office received approval to move into Executive Session for the purpose of discussing pending litigation. This session lasted until 10:53.  The clerk further stated that this session was for the purpose of discussing imminent litigation and discipline of a public employee.  In addition to the Commissioners, Auditor Walder and Prosecutor Flaiz went into this Executive Session.


When the parties returned from the Executive Session all parties appeared very satisfied with the discussion.  Mr. Lennon announced that there would be no action taken.  Mr. Walder expressed his thanks to the Commissioners for the discussion and there seemed to be agreement among the parties that there would be a site visit to review storage. The type of storage and location were not discussed and the remarks were between the parties, not directed to the public.  Mr. Flaiz also expressed his thanks.
