Meeting Details: The Geauga County Budget Commission met in regular session on Monday, December 5, 2022 at 10:00 a.m. in the Auditor’s Conference Room at 215 Main Street, Chardon, Ohio. This meeting was in person with a virtual option via MS Teams.
Commission Attendance: Treasurer Chris Hitchcock, (Arriving at 10:04am), Auditor Chuck Walder and Prosecutor James Flaiz
Staff Attendance: Deputy Auditors Tammy Most, Ron Leyde and Kristen Sinatra
Actions Taken:
Berkshire Local School District Amendment # 3 - revenue certification for increases in Special Revenue and Capital Projects – APPROVED
Geauga County Amendment - revenue certification for a $135,000 increase in the Police Retirement Fund and additional funds for requests from Water Resources. DENIED

No one from Geauga County was present to explain the requests and there was no accompanying email to describe what was included. Mr. Walder stated that they could not approve by line item and he also stated that at the last meeting the Budget Commission requested that a representative be present to explain requests.

It was decided to contact the county (Mr. Adrian Gorton, Finance Director) and also to contact Water Resources so that they could provide explanations for the next meeting.
There was also a discussion about the amount previously requested to put in the debt service fund. Mr. Walder stated that there was 1.5 Million required for debt service a year. Presently there is 5.9 million in that account. It was questioned why they want so much money in that account.
Geauga Public Health - discussion about request previously tabled during November 21, 2022 meeting. GPH has not updated their request. NO ACTION TAKEN
Geauga Park District - discussion about appropriation request previously tabled during the 11/28/2022 meeting. ADVICE TO BE SENT

Because their prior action was incorrect, GPD Board needs to rescind their prior motion to appropriate and certify funds for the Land Fund, and then pass a new resolution to appropriate and certify. Per the Budget Commission, this can all be done at one meeting.
