Meeting Details: The Board of County Commissioners met in person at 9:30 am on September 13, 2022. The meeting was held at the Geauga County Administration Building, 12811 Ravenwood Drive, Claridon. This meeting was in person only and there was no link to a recording.
Attendance: Commissioners Dvorak, Lennon and Spidalieri were all present. Also in attendance were Christine Blair, Commissioner’s Clerk, County Administrator Gerard Morgan and Finance Director Adrian Gorton.
Other members of County Government in attendance were County Engineer Shane Hajir, Kathleen Miller Miller from Water Resources, Glen Vernick, Maintenance, Joanne Santilli, Transit, Sheriff Hildenbrand, Kathleen, Water Resources and in the public, Adam Litke from the Health Board.
The meeting began with the Pledge of Allegiance and a prayer led by Mr. Dvorak.
Minutes – No minutes were presented for approval. Reviewer Comment: The most recently approved minutes are for August 8, 2022. As of October 29, 2022, minutes are posted on the BOCC website through July 21, 2022.
Administrator’s Report: Mr. Morgan stated that he had approved the contract for the WomenSafe paving project.
Financial Report: Mr. Adrian Gorton reported on financial activity as follows:

Approved transfer from general fund to the Sheriff’s dept.

Encumbrances: Travel for the Auditor and from Community Development (Economic) approved AJ Gruber for Clinic

Approved a Purchase Order for Emergency Services for a Chevy Tahoe, and a Purchase Order for Job and Family Services for a 2022 GMC A

Vouchers: $129,050.41 from Engineers to Greyland for payment # 2 for the Munn Rd. bridge replacement.
The County Engineer’s Office received approval to execute Change Order #1, and Final, decreasing the Contract with Ronyak Paving, Incorporated for the Asphalt Resurfacing of Auburn Road (CH-0004, Sections N-O) in Munson Township in the amount of $21,158.70.
The Sheriff’s Office received approval to execute the Victims of Crime Act (VOCA) and State Victim Advocacy Act (SVAA) Grant Award and Acceptance Forms in the amount of $35,067.00 from Grant #2023-VOCA-135107170 ($31,652.00 from Federal VOCA funds and $3,415.00 local match from the County General Fund) and $3,264.80 from Grant #2023-SVAA-135107174 with no local match for the period October 1, 2022 through September 30, 2023.
The Maintenance Department received approval to award the following Bids:

to M & M Home Improvements, LLC to perform Snowplowing and Salt/Cindering for the 2022-2024 seasons (2 years)at County Owned Site Group #1 -Chardon Area in the amount of $84,803.25 ($41,775.00 for 22-23 and $43,028.25 for 23-24) as they represented the lowest and best bid.

to McCaskey Landscape and Design to perform Snowplowing and Salt/Cindering for the 2022-2024 seasons (2 years) at County Owned Site Group #2 (Safety Center, County Home, new County office building)– 24 Hour Service Area in the amount of $166,282.00 ($81,112.00 for 22-23, $85,170.00 for 23-24) as they represented the lowest and best bid.
The Transit Department received permission to advertise for the position of Full-time Transit Driver (#2210). This position will remain posted until filled. The Director, Joanne Santilli, stated that they are having no luck in filling part-time positions, which are down 6 positions. She is hoping that full-time will attract more applicants.
The Department of Water Resources received approval to re-hire David Osborn to the position of Operations Manager (#2311) at the rate of $39.19 per hour (WR12, Step 2) and Healthcare Coverage to be effective November 1, 2022 with a one-year probationary period. The salary was stated to be less than he previously received for the position.
Item not on the Agenda
- Mr. Morgan brought up the payment to the attorney representing the Board of Elections. This had been tabled several meetings prior to this meeting due to “lack of knowledge” by Commissioner Spidalieri.
- Mr. Morgan stated that when the Commissioners originally approved the contract for this attorney there were two caps: $5,000 for negotiations and $25,000 for litigation. The bill submitted was for approximately $16,000. The Commissioners approved litigation expenses up to the $25,000 cap.
- Mr. Spidalieri stated that if the expenses exceeded $25,000 the Board of Election would have to find some other way to pay the attorney.
Observer’s Note: This is an ongoing legal matter over BOE’s unique equipment storage and security needs at the new Administration Building.
