Meeting Details: The Board of County Commissioners met in person at 9:30 am. The meeting was held at the Geauga County Administration Building, 12811 Ravenwood Drive, Claridon. This meeting was in person only and there was no link to a recording.
Observer Note: This Observer was not present at the meeting and viewed a recording that was made and posted by a non-profit news organization in Auburn Township.
Attendance: Commissioners Dvorak and Spidalieri were present. Mr. Lennon was not present. Also in attendance were Ms. Christine Blair, Commissioner’s Clerk, County Administrator Gerard Morgan and Finance Director Adrian Gorton.
Other members of County Government in attendance were Carmella Shale, Geauga Soil and Water, Gina Hofstetter (Community and Economic Development), Glen Vernick, Director Maintenance Dept., Steve Oluic, Water Resources.
The meeting began with the Pledge of Allegiance and a prayer led by Mr. Dvorak.
Administrator Report: Mr. Gerard Morgan reviewed the actions that he took which included satisfactions of mortgage for several Revolving Loan Fund loans, approval of an unpaid leave of absence in Maintenance and Aging. He agreed with Claridon Township that it was not necessary to hold a hearing for a liquor license in Clariden for a Sports Bar and Grill.
Minutes: The BOCC approved the minutes for August 2, 2022 and August 8 2022.

Financials: BOCC approved the financials for the meeting of October 13, 2022, which included:.
Supplemental from Mental Health to a Capital Fund
Cash from the General Fund to Family First and to Public Assistance, Travel for the Building Department
Encumbrances: From Community Development for the paving of the Women Safe parking lot, a Then and Now from Emergency Services Dept. for catering during the Power Plant Drill, Travel request from the Public Defender's Office
Vouchers: $46,950 from the Auditor’s office to various contractors for Berkshire Heights Wastewater Plant connection services– from ARPA funds, 36,624 from Court Technology to RDT for storage system for Title and $208,210 to Ravenwood for the 3rd and 4th quarter payments.
Commissioner Dvorak asked for clarification from Mr. Gorton about the new Capital Reserve Fund. He said that the Mental Health had stated 2-1/2 months ago that they had this Capital Reserve and wanted to know if that was truthful. Mr. Gorton stated that perhaps they meant that they were in the process of setting up the fund.
The Geauga Soil and Water Conservation District received approval to execute the Ohio Department of Agriculture – Office of Farmland Preservation Local Sponsor Certification Application for Local Agricultural Easement Purchase Program 2023 and to continue the program as outlined in the memorandum of understanding from October 13, 2016.
The Department of Development (Community & Economic) received approval to execute the Contract Agreement between the County of Geauga, the DDC Clinic and A. J. Goulder Electric, Incorporated for the DDC Clinic Generator Replacement Project, under CDBG Grant #B-F-21-1AZ-1 in the amount of $65,165.00 ($55,100.00 CDBG, $10,065.00 DDC Clinic). The Bid Bond submitted shall be held to serve as the Performance Bond for this project.
The Maintenance Department received approval to execute the service Contract Agreement with Willy’s Vending, LLC to deliver and install Vending Equipment and Stock Machines at Geauga County Buildings per the Director for a period of five years beginning October 13, 2022 and the Contractor shall pay the County twenty percent (20%) of all net sales received.
The Department of Water Resources received approval for the following:

to execute the Ohio Water Development Authority Fund Payment Request #10 for the McFarland Wastewater Treatment Plant Renovation and Upgrade Project for technical services by HDR Engineering, Incorporated in the amount of $65,838.25.

at the recommendation of the Auditor’s Office, to execute Contract Maintenance Form #3 with GPD Group, Incorporated extending the agreement for a RETROACTIVE additional 307 days, from September 26, 2020 through July 30, 2021 and increasing the Contract to cover the cost of two invoices, (#2013354.01-15 and #2013354.01-16) for work performed after the agreement purchase order was expended in full, in the amount of $61,746.78.

to execute the Agreement between the Geauga County Board of Commissioners and ADS Environmental Services to perform a Temporary Flow Monitoring Study and trace element analysis for a period of ninety (90) days in an amount not to exceed $99,700.00.
The Commissioners’ Office announced that they will hold a Public Hearing at 10:00 a.m. regarding the Proposed Rehiring of David Osborn as Retirant and employ to the position of Operations Manager (#2311). As part of the agreement there would be a 2-month waiting period for his pension and he would keep his medical. He won’t miss a day of work. Water Resources is hoping to find someone from within to train and eventually promote to this position. A second hearing on this matter will be held at the next meeting on October 18, 2022.
