Budget Commission

Budget Commission – 10-3-2022


The Budget Commission held their regular meeting at 10:00 AM at the Auditor's conference room in person and virtually.

Present: 

  • Caroline Mansfield Substituting for Chris Hitchcock (Treasurer)

  • Chuck Walder ( Auditor)

  • James Flaiz (Prosecutor)

Also attending:

  • Tammy Most (Deputy Auditor)

  • Kristen Sinatra (Deputy Auditor)

  • Ron Leyde Deputy Auditor

Budget Amendments:

The following were approved for Budget Amendments:

  • Kenston School District– Increase in Special Revenue

  • Berkshire School District – Increase in Special Revenue

  • Parkman – Amendment # 3 – increase in Covid funds received

  • Chester – Increase in FEMA Funds

  • County – Increase in Enterprise Fund

Geauga Park District – Discussion concerning two items:  Whether they had complied with public records requests from the Prosecutor’s office (Prosecutor Flaiz will need to determine) and whether they had received the request to re-certify based on the moving of 1.3 million from improperly created Fund to General Fund.  It appears that this request has not been received by the Budget Commission.  The former fiscal officer was asked to submit this but she is no longer in the position.  It was stated that the Geauga Park District could not lawfully use these funds until they request the amended certification.


Rate Resolutions –
An email will be sent to all entities approving the 2023 rate resolutions.  The only change to these would occur in December if an entity has a levy that passes.  That change would be approved at the December Budget Commission meeting.


Reserve Fund policy –
Russell Township had requested guidance on two questions regarding Reserve funds.  The Budget Commission approved policy statements for all entities on these questions.

  1.  If a reserve study is being re-done, whatever leftover there is should be put on the next deposit.

  2. Entities should have a separate reserve fund for vehicles since vehicles have a quicker turnover than a fixed asset.
