Geauga County Board of County Commissioners – 7/12/2022 Tuesday, at 9:30 am at Geauga County
Administration Building, 12811 Ravenwood Drive, Claridon.

was no link to a recording.
Commissioners Dvorak and Lennon were present but Commissioner Spidalieri was absent. Also in attendance were Christine Blair, Commissioner’s Clerk, and County Administrator Gerard Morgan.
Other members of County Government in attendance were Nick Gorris, Engineer’s Office, Jessica Boalt from the Office on Aging, a representative from the Department of Job and Family Services, Mr. Frank Antenucci, Chief Deputy Administrator from Automatic Data Processing Board (ADP), also in the public Adam Litke from Geauga Health District.
The meeting began at 9:40 am and opened with the Pledge of Allegiance and a prayer by Commissioner Dvorak.

County Administrator Report: Mr. Morgan reported on financials and other actions from July 7 and
included:
Encumbrance of $46,358 to Lake Geauga Recovery Center for the County share of the Jail Mental Health
Program and $36,000 for purchase of 1.3 acres in Bainbridge
Financials: Mr. Adrian Gorton was not present so Mr. Morgan listed the financials, which were all
approved and included:
- $43,322.50 from the Auditor to the Treasurer of State of Ohio for 2021 Audit
- $37,339.47 from the Commissioners to NV5 for Phase 1 & 2
- $27,800 to Kubota for the McFarland WasteWater Treatment Plant
Also approved from the Auditor a certification of the second deposit from the US Treasury of American Rescue Act funds.
BOCC approved Resolution #22-125 Adopting the 2023
Annual Tax Budget in Accordance with O.R.C.
Sections 5705.28, and 5705.29.
BOCC approved the
County Risk Sharing Authority (CORSA) Change Form for the Amendment to the
Memorandum of Coverage for additional coverage for the new County Office Building located at 12611
Ravenwood Drive, Chardon, Ohio to cover the value of the building and contents to be effective June 20,
2022 and authorize the payment of $9,992.00 for the additional coverage.
ADP received approval to execute the Kinetic Business, Windstream VoIP 911 Disclosure and Exhibit B,
Addendum to Agreement.
The County Engineer’s Office received approval for the following bid awards:
- Farmington Road (BR 0018-01.96) Bridge Replacement project in Parkman Township and to
award the Bid to Eclipse Co., LLC for the Replacement of the Farmington Road Bridge (Structure
#0018-01.96) in the amount of $315,786.00 as they represented the lowest and best bid.
- Auburn Road Resurfacing (CH-0004, Sections N-O) project in Munson Township in the amount of $599,599.00 to Ronyak Paving as they represented the lowest and best bid.
- Munn Road Resurfacing (CH-0032, Sections A-C) project in Auburn Township to Ronyak Paving, Incorporated for the Asphalt Resurfacing of Munn Road (CH-0032, Sections A-C) in the amount of $890,600.00 as they represented the lowest and best bid
- Fairmount Road Resurfacing (CH-0016, Sections A-B) project in Russell Township to Ronyak Paving, Incorporated for the Asphalt and Concrete Paving of the Geauga County North and South Yard in the amount of $511,825.00 as they represented the lowest and best bid. The Bid Bond submitted shall be held to serve as the Performance Bond for this project.
The County Engineer’s Office also received approval for the Unit Price Contract with the Aero-Mark Company LLC for the Application of Polyester Pavement Markings to Various Roads in the amount of $353,797.50.
The Department of Job and Family Services (JFS) received approval for the Geauga County Family First
Council Mutual Funding Agreement between the Geauga County Board of Commissioners, Job and
Family Services, Board of Developmental Disabilities and the Board of Mental Health and Recovery
Services for funding of the Geauga County Family First Council for the period July 1, 2022 through
December 31, 2022. This agreement commits the Board of County Commissioners to providing a
support payment of $42,484.00 from the General Fund. Mr. Lennon said that the Commissioners are
always ready to assist with their programming.
The BOCC approved the Request for Partial Payment #20 for Donley’s Independence, LLC for the
Geauga
County Office Building, GMP Phase #1 and #2 in the amount of $1,280,501.88.
The Commissioners’ Office received approval to schedule and hold a
Special Meeting on Thursday, July
21, 2022 at 10:00 a.m. for the purpose of discussing the employment of a public employee at the
Department of Water Resources.
The Department on Aging received approval to execute the Western Reserve Area Agency on Aging
Modification #1 of the 2022 Purchase of Service Agreement for Older Americans Act / Senior Community
Services increasing the original award from $348,000.00 to $372,523.50 that includes a decrease in units
for Transportation III-E (from 5,000 to 3,800 units), and increase in units for Transportation III-B (from
1,500 to 1,670 units) and an increase in units for Support Services III-B (from 1,200 to 1,650 units) for the
remainder of the contract period of July 1, 2022 through December 31, 2022.
Executive Session: The Department on Aging requested the Board move into Executive Session for the
purpose of discussing the discipline of a public employee. At 9:55 am the BOCC went into Executive
Session. There was a disciplinary action taken after the Executive Session.
Public Comment:
An internet provider (Enterprise) provided his card and talked about what they could offer.
Mr. Dvorak asked whether there are any plans to put fiber at the intersection of Mayfield Rd and Aquilla
as this is our hub. The Enterprise provider stated he was not aware of any plans.
Former County administrator Dave Blair asked who was providing a data loop. There was a discussion
about Spectrum and “dead ends”. Mr. Lennon stated that IT would look into it.
Adam Litke commented that the Health District is all moved into the new building and is up and running.
The meeting was adjourned at 10:55am.
