ADP Board Approves 3% Raise for All ADP Employees
ADP Board Meeting - March 5, 2026
Meeting Details: The Automatic Data Processing Board (ADP) held a Regular Meeting beginning at 1:00 pm on March 5, 2026 in the Geauga County Auditor’s Office Appraisal Conference Room at 231 Main St., Chardon, OH 44024. Virtual access was available via MS Teams, and the agenda was provided in advance. Members of the public may attend ADP meetings virtually via MS Teams by emailing an invitation request to Auditor’s Office Chief Operations Officer Pam McMahan at McMahan@geauga.oh.gov. This Observer attended via MS Teams.
Public Comment: ADP does not have a written public comment policy. In practice, public comment is solicited at the end of the meeting.

The meeting was called to order at 1:00 pm by Mr. Antenucci.
Minutes: No Minutes were presented for approval.
The Board took the following actions:
ACKNOWLEDGED - The ADP Board unanimously voted to acknowledge the ADP Annual Report. Mr. Antenucci said that this report will also go to the County Commissioners for their acknowledgement.
EXECUTIVE SESSION - At approximately 1:05 pm, the ADP Board went into Executive Session per Ohio Revised Code 121.22 (G)(1) “To consider the appointment, employment, dismissal, discipline, promotion, demotion, or compensation of a public employee or official, or the investigation of charges or complaints against a public employee, official, licensee, or regulated individual, unless the public employee, official, licensee, or regulated individual requests a public hearing.” Mr. Antenucci noted that this personnel discussion is held every year at this meeting (presumably meaning the March Regular Meeting).
The ADP Board returned from Executive Session at 2:02 pm with the following unanimously approved actions:

A 3% pay increase for all ADP employees. Mr. Flaiz noted that this is equal to the raise amount authorized by the County Commissioners for all County employees.

The Administrator was authorized to hire Nick Perry. Mr. Perry’s position was not stated.

The submission of a $10,000 supplemental appropriation request for labor counsel expenses was authorized.
ACKNOWLEDGED - Mr. Antenucci submitted the Notice of Appearance and the Petition for Representation Election - Employee Organization served by the ADP employees so that they would be included in the official minutes. Observer Note: See the LWVG Observer Report on the March 2, 2026 ADP Meeting for more information on the initiation of union organization by ADP employees. Mr. Flaiz clarified that the Board was simply acknowledging receipt of these materials.
APPROVED - DocRouter Plus User Agreement - Ms. Mullins explained that this software allows conveyances to be reported electronically, which is now required by new statutory laws going into effect in June. She said that there is no charge for this software. Mr. Walder clarified that the motion is for DocRouter approval pending ADP security analysis. Ms. Mullins explained that, due to confidentiality concerns, DocRouter requires approval by the County Commissioners, and in order for it to go before the Commissioners for approval, the ADP Board must approve it first. Mr. Antenucci said that they are working on a nondisclosure agreement regarding this software. Mr. Walder said they had “no choice” regarding DocRouter, and Ms. Mullins agreed, saying this must be in place by law and it is “coming down to the wire” to get it done by the June deadline. Mr. Flaiz noted that this is an unfunded mandate from the Legislature. The approval was unanimous.
DISCUSSED - Keycard Access to the Courthouse - Mr. Walder asked County Maintenance Director Rob Weigle to explain a question he had raised with Mr. Antenucci regarding keycard access to the old part of the Courthouse. Mr. Weigle said that the Sheriff’s Department has all of the access to the new part of the Courthouse whereas the Maintenance Department has access to the old part of the building. He said he didn’t know why Maintenance would have access to the old part of the Courthouse “when we don’t have access to any other building in the County.” Mr. Weigle said he has spoken with Zach Hupp (Sheriff’s Department Systems Administrator) about the issue, and the possibility was raised that ADP may need to be involved since Court isn’t in session right now in the new part of the building. Mr. Walder said that when access to the Courthouse was an issue years ago, it was determined that the Sheriff and the Courts have statutory authority over Courthouse security, and ADP could only provide assistance if asked by the statutory authority. He expressed confusion about how Courthouse access was transferred from the Sheriff’s Department to Maintenance. Mr. Flaiz said that his understanding comported with Mr. Weigle’s that Maintenance still handled access to the old Courthouse “for some reason.” Sheriff Hildenbrand said he didn’t think his department even took over programming of the doors. Mr. Antenucci expressed the position that this matter was either security or technology, not maintenance; Mr. Flaiz agreed. They also both agreed that the Sheriff’s Department should control all access to the Courthouse. Mr. Walder expressed doubt that this matter was an ADP issue. Mr. Flaiz suggested that Mr. Weigle get together with Mr. Hupp to get all Courthouse building access “on the Sheriff’s platform.” Mr. Weigle said he was fine with doing that, and Maintenance would continue to control access to the old part of the Courthouse if the Sheriff’s Department did not want to take it on.
DISCUSSED - Non-County Entities Procedure - Mr. Walder noted that in order for non-county entities like townships to receive ADP services, the County Commissioners must approve. He asked what the procedure was for a non-county entity to come off of ADP services, noting that this wasn’t addressed in the Ohio Revised Code. Mr. Flaiz expressed the opinion that this would be handled by the ADP Board, not the County Commissioners. Mr. Flaiz added that the ADP Board could also act to terminate ADP services with a non-county entity should it decide to do so without going through the County Commissioners.
Public Comment:
Judge Matt Rambo said that he and Judge Paschke wanted to thank ADP for getting the new Courthouse up and running. He said that ADP and the Sheriff’s Office were instrumental in getting things the way they needed to be.
The meeting was adjourned at 2:15 pm.
Next Meeting: The next scheduled meeting of the ADP Board will be a Regular Meeting on June 11, 2026 at 1:00 pm.
