ADP Board Approves Renewal of ZeroEyes Technology at Geauga County Office Building Complex
ADP Board Meeting - February 23, 2026
Meeting Details: The Automatic Data Processing Board (ADP) held a Special Meeting beginning at 9:00 am on February 23, 2026 in the Geauga County Auditor’s Office Appraisal Conference Room at 231 Main St., Chardon, OH 44024. Virtual access was available via MS Teams, and the agenda was provided in advance. Members of the public may attend ADP meetings virtually via MS Teams by emailing an invitation request to Auditor’s Office Chief Operations Officer Pam McMahan at McMahan@geauga.oh.gov. This Observer attended via MS Teams.
Public Comment: ADP does not have a written public comment policy. In practice, public comment is solicited at the end of the meeting.

The Special meeting was called to order at 9:00 am by Mr. Antenucci.
Minutes: Minutes for the December 9, 2025 Regular Meeting were approved. Minutes, once approved and posted, are available here.
The Board took the following actions:
APPROVED - ADP equipment list from November 1, 2025 to December 31, 2025.
APPROVED - ADP expense report from November 1, 2025 to December 31, 2025. Mr. Haupt asked how many seats (or subscriptions) the $10,200 Expert IT licensing covered, and Mr. Antenucci indicated that it covered 23 seats.
APPROVED - ADP “ZeroEyes” Gun Detection Auditor Location ($51,015) - The board approved renewal of ZeroEyes gun-detection software for the Geauga County Office Building (GCOB) complex, including the Engineers’s office and dog shelter, covering approximately 95 cameras. This number of cameras also includes the Chardon Square government complex. Mr. Antenucci explained that this weapon detection software is funded by the Auditor’s Office since the Board of County Commissioners (BOCC) decided not to fund this several years ago. The discussion highlighted the system’s successful use over several years, recent courthouse installation, and operational challenges across multiple jurisdictions. Mr. Hildenbrand raised the issue of detection inconsistencies across the various instances of ZeroEyes in Geauga County. Mr. Antenucci explained that the annual calibration of the cameras will most likely occur in March. He commented that ZeroEyes has 5 or 6 contracts with various entities, including some school districts, across the county. ZeroEyes was supposed to address coordination across the various installed systems but has not yet done so. Mr. Walder expressed an interest in coordinating contracts with these various entities, collapsing them into one. Mr. Antenucci agreed to follow up on the contract matter and the coordination of the various instances of the software across the multiple entities involved. Mr. Antenucci confirmed that the software was recently installed at the new Courthouse complex. Observer Note: Learn more about the ZeroEyes technology here.
APPROVED - MCCi Managed Cloud Project ($28,350) and MCCi Laserfiche Project ($37,040) - These items were discussed and approved together. The Cloud project involves establishing the necessary environment for the technology and the Laserfiche project consists of the licensing of the software. Ms. McMahon explained that the projects support the transition to paperless workflows and help meet an unfunded state mandate requiring electronic conveyances (transfers) by June 30, 2026. Implementation is underway, with a vouchering module expected within one to two months and electronic payments anticipated later in the year. The 3rd bullet addresses requirements of County Auditors to provide an electronic method of recording instruments related to real estate conveyances by June 30, 2026.
APPROVED - Solid Waste Compology Waste Metering Technology ($51,500) - Mr. Antenucci explained that this was for a one-year renewal of the second year of the contract for the Compology system, which uses sensors and monitoring tools to track recycling container usage and was successfully deployed across Geauga-Trumbull Solid Waste District sites. He explained that the technology is off-network and cellular-based which minimizes security risks.
APPROVED - RC-2 Building Records Retention Schedule - Ms. Murphy reviewed the updated records retention schedule for the Buildings department noting that the previous version was last revised in 2013. Updates included incorporation of electronic records, revised retention standards, and the alignment with state and regional guidance to support digitization and accessibility. Mr. Spada added that the updates make the schedule more easily accessible and searchable.

The meeting was adjourned at approximately 9:22 am. The meeting adjourned following approval of a motion to adjourn. At the meeting closing, Mr. Spidalieri expressed appreciation for the assistance he recently received from Mr. McLeod’s team and complimented their professionalism and knowledge.
