
2025 Beginning Fund Balances Updated for Numerous Entities in the County
Budget Commission Meeting – February 3, 2025
Meeting Details: The Geauga County Budget Commission met in Regular Session on Monday, February 3, 2025 at 10:00 am in the Auditor's Conference Room, 215 Main Street, Chardon, Ohio. The meeting was in person with a virtual attendance option via MS Teams.
Meeting Attendance: Prosecutor Jim Flaiz, Automatic Data Processing Chief Deputy Administrator Frank Antenucci (substituting for Auditor Chuck Walder, who attended virtually), and Chief Deputy Treasurer Caroline Mansfield (substituting for Treasurer Chris Hitchcock).
Staff Attendance: Assistant Prosecuting Attorney Kristen Rine (virtual), Deputy Auditors Tammy Most and Kristen Sinatra, and Chief Operations Officer Pam McMahan.
County Staff: Budget and Finance Manager Adrian Gorton (virtual).
Members of the Public: This LWV Geauga Observer (virtual).
The meeting was called to order at 10:00 am.
Minutes: Minutes from the Special Meetings on both January 15, 2025 and January 23, 2025 were approved. The minutes will be posted here when available.
The following Revenue Certifications were approved:

Observer Note: The Budget Commission requests that all entities provide beginning balances for all funds within 90 days of the start of the year. All of the following amendments are simply
certifications of fund beginning balances for 2025.

Burton Public Library - Amendment #1. $1,779,525.52 in the general fund, $42,328.70 in special revenue funds, and $206,499.66 in capital project funds for a total of $2,028,353.88.
Burton Public Library’s amendment certified the beginning balances for 2025. It was noted that
appropriations currently exceed revenue and that Burton Library has a new Fiscal Officer, who will rectify this at the next Budget Commission meeting. Observer Note: As confirmed by an email from Auditor’s Office Staff and the Burton Library website, Marie Schwindl is the Fiscal Officer for the Burton Library.
This amendment certified Russell Township Citizens’ Park District’s beginning balances for 2025.

West Geauga Recreation District - Amendment #1. $120,657.88 in the general fund and $45,220.90 in capital project funds for a total of $165,878.78.
This amendment certified West Geauga Recreation District’s beginning balances for 2025.

Huntsburg Township - Amendment #1. $563,250.35 in the general fund, $1,600,374.40 in special revenue funds, and $265,414.49 in capital project funds for a total of $2,429,039.24.
Huntsburg’s amendment certified the beginning balances for 2025.

Thompson Township - Amendment #1. $451,250.61 in the general fund, $1,703,207.28 in special revenue funds, and $1,550.67 in special assessment funds for a total of $2,156,008.56.
Thompson’s amendment certified the beginning balances for 2025.

Russell Township - Amendment #1. $2,652,374.59 in the general fund, $9,604,639.36 in special revenue funds, $25,000 in debt service funds, and $2,085,725.28 in capital project funds for a total of $14,367,739.23.
Russell’s amendment certified the beginning balances for 2025.

Montville Township - Amendment #1. $380,733.15 in the general fund, $1,551,737.73 in special revenue funds, $1,540,000.00 in capital project funds, and $215.48 in fiduciary funds for a total of $3,472,686.36.
Montville’s amendment certified the beginning balances for 2025.

Bainbridge Township - Amendment #1. $3,923,159.47 in the general fund, $19,857,296.60 in special revenue funds, $1,843,788.74 in debt service funds, $3,903,724.59 in capital project funds, and $539.79 in fiduciary funds for a total of $29,528,509.19.
Bainbridge’s amendment certified the beginning balances for 2025.

Next Meetings: The next meetings will be the Special Meetings for the School Budget Hearings and Regular Business on: 1) February 19, 2025 at 9:00 am for Cardinal, Chardon, and Kenston Schools and 2) February 20, 2025 at 9:00 am for Berkshire and West Geauga Schools. Both meetings will take place in the Auditor’s Appraisal Conference Room, 231 Main Street, Chardon, Ohio.
